O’Neal-McElrath
Principal Consultant
Known for her diplomacy and problem-solving abilities,
Tori O’Neal-McElrath has a proven track record as a strategic
and passionate contributor who mobilizes both people and resources
to create effective outcomes.
Tori launched O’Neal Consulting Services in 2000
and brings over 18 years of cumulative experience in fundraising;
grantmaking; program design, implementation and management; organizational
development and strategic planning to both foundations and community
based agencies. Her areas of specialization include coordination and
facilitation of multi-organizational collaborations and project management;
organizational assessments; technical assistance to nonprofit organizations;
and program design and implementation for funders and nonprofit organizations.
Prior to creating her consulting practice, Tori was
the Director of Programs & Projects with The San Diego Foundation.
In this role she was tapped to create a new department focused on
specialized grant making, resulting in a comprehensive common application
individual grant making program, as well as several community funds.
Other experience includes: Executive Director of The Price Scholarship
Program, Vice President of Development with Planned Parenthood Los
Angeles, Assistant Development Director with The College Fund/UNCF
and senior account executive with Tobin & Associates Public Relations
Agency, where she was assigned to clients such as Reebok International,
Ltd and New Line Cinema.
Tori served on the faculty of UCLA’s Extended
Studies Department and is frequently requested to present at various
conferences, workshops and seminars, including the Women & Philanthropy
29th annual Leadership Conference, the Volunteer Centers in Torrance
and Orange County, and the Association of Fundraising Professional’s
Annual Fundraising Day and their Grassroots Fundraising Conference.
Additionally, she has served on both national and local boards and
is member of the Alliance for Nonprofit Management, the Black Philanthropic
Alliance, Delta Sigma Theta Sorority, Incorporated, and the Maryland
Association of Nonprofit Organizations.
She holds a master’s degree in International Business
from the University of Redlands, including successful completion of
the Institute of Economic and Political Studies Graduate Program in
Cambridge, England. Her undergraduate degree is in Public Relations
from California State University Long Beach.

Naomi
M. Hall, MPH, MA
Consultant
Naomi M. Hall has extensive experience in program development
and management, organizational development, community mobilization
and technical assistance, health behavior research, and evaluation
to non-profit and for-profit organizations. Areas of specialization
include program planning, evaluation, and research dedicated to examining
the psychosocial and sociocultural determinants of health and health
behavior in underserved and underrepresented populations.
Naomi has held numerous management positions within
organizations such as: Nunn Consulting, Inc., Laurel Consulting Group,
The Perinatal Network, and The Permanente Medical Group. Naomi has
provided research and evaluation services to nonprofit and academic
organizations such as Black Women for Wellness, Challengers Boys and
Girls Club, The AmASSI Center, Los Angeles Unified School District
Program Evaluation and Research Branch, Charles R. Drew University
of Medicine and Science, and the University of California, Los Angeles.
One of the many highlights of Naomi’s career has
been the opportunity to work with the Administration on Children and
Families, Office of Community Services, Family Violence Prevention
Services Program (FVPS) to plan and implement the Multicultural Forum
on Violence Against Women. This forum, held in San Juan, Puerto Rico,
brought together nationally recognized experts and advocates on domestic
and sexual violence in culturally diverse communities.
Naomi serves as adjunct faculty in the Psychology department
of both California State University, Fullerton and Los Angeles campuses.
Additionally, she serves on the statewide board of the Health Professions
Education Foundation, Youth for Adolescent Pregnancy Prevention Leadership
Recognition Program.
Currently, Naomi is a distinguished American Psychological
Association (APA) HIV/AIDS Research Fellow and a PhD candidate in
the School of Behavioral and Organizational Sciences at Claremont
Graduate University. She holds a master’s degree in Psychology
from Claremont Graduate University and a master’s degree in
Public Health from San Diego State University.

Deanna
Campbell
Consultant
Deanna Campbell excels at providing grant consulting
services to non-profit, public, and private organizations. Deanna’s
areas of specialization are in resource development and fundraising,
research, technology solutions, writing and program evaluation.
Prior to working as an independent consultant, Deanna
was a grant writer for both MAXIMUS and Volunteer Exchange and assisted
in every aspect of the proposal process from research to packaging.
Both organizations were awarded multi-million dollar contracts which
Deanna played an instrumental role in developing and implementing.
The driving force behind Deanna’s career has been
to make a positive difference in her community, which has always meant
changing or improving upon existing health and social policies. As
such, she has worn “many different hats” in a variety
of social service programs.
Deanna earned her BA in Psychology with a minor in Women’s
Studies from California State University, Long Beach. While attending
CSULB, she served on a graduate level psychology research committee
and facilitated three women’s studies health classes. She has
attended several national and regional conferences on women’s
safety and well-being and presented her work on stalking crimes against
women at the national conference for the Association of Women in Psychology
in 2001. She is presently pursuing her Master of Public Administration
degree from California State University, Dominguez Hills, and plans
to graduate in fall 2006.
